Rental providers who enter into a new agreement after 29 March 2021, or have a fixed term agreement of more than five years which rolls over into a periodic tenancy after 29 March 2021, must ensure that:

  • gas and electricity safety checks are conducted every two years, and a smoke alarm check every 12 months
  • if an electrical or gas safety check has not been conducted within the last 2 years at the time the renter occupies the premises, the rental provider must arrange an electrical safety check as soon as possible.

A gas safety audit involves: (a) the following gas installation checks -

  • that LPG cylinders and associated gas components are installed correctly;
  • that appliance gas isolation valves are installed where required by AS/NZS 5601.1 "Gas installations", as published or amended from time to time;
  • that gas appliances and their components are accessible for servicing and adjustment;
  • that the gas installation is electrically safe;
  • that clearances from appliances to combustible surfaces are in accordance with installation instructions and AS/NZS5601.1 "Gas installations", as published or amended from time to time;
  • that there is adequate ventilation for appliances to operate safely;
  • that gas appliances (including cookers) are adequately restrained from tipping over;
  • checking the condition of gas appliance flue systems, including chimneys
  • checking gas appliances for evidence of certification; and
(b) testing gas installations for leakage; and (c) servicing gas appliances as follows -
  • a clean of all dust and debris from appliances including burner, pilot, fan, filters and air intakes;
  • a check of the integrity of the heat exchanger;
  • a check of the gas supply and appliance operating pressures;
  • a check that the gas appliance burner ignition is reliable and complete;
  • a check for any gas appliance flame abnormality;
  • a check of the operation of the gas appliance, including safety devices;
  • a combustion spillage test in accordance with Appendix F of AS4575 "Gas appliances— Servicing of Type A appliances", as published or amended from time to time, after service or repair of the heater.
(d) A conclusive report on the gas installations with recommendations and actions to take signed by the licensed plumber.

An electrical safety audit involves (a) the following electrical installation checks -

  • That the main switchboard is free from damage and all circuits are identified
  • That the main earth connection is correct & within tolerance as required by AS/NZS 3000;
  • That RCDs (safety switches) are installed correctly and operate within tolerances prescribed by AS/NZS 3000
  • That adequate circuit protection (Circuit Breakers / Fuses) are installed correctly.
  • That the electrical switchboard and their components are accessible for servicing and isolation;
  • That the polarity and connection to consumer mains and switchboard connections are correct ;
  • That the insulation of conductor wiring within the installation are within tolerances prescribed by AS/NZS 3000;
  • That the each appliance is correctly installed with adequate isolation  prescribed by AS/NZS 3000;
  • That each fixed appliance is free of damage and electrically safe;
  • That each light switch is free of damage and electrically safe;
  • That each socket outlet is free of damage and electrically safe;
  • That each light fitting is free of damage and electrically safe;
  • That each fixed appliance's polarity and  circiut connections are correct;
  • That each socket outlet's polarity and circiut connections are corrrect;
  • That each socket outlet's fault loop impedance is within tolerances precsribed by AS/NZS 3000;
  • That each light fitting's polarity and circiut connections are correct;
  • That each light fitting's fault loop impedance is within tolerances prescribed by AS/NZS 3000;
  • That electrical earth connections and insulation of wiring are within tolerance on all fixed appliances required  by AS/NZS 3000;
  • Checking smoke alarms for correct installation;
  • Checking smoke alarms for operation and expiry date and changing batteries.
  • That P.V and solar inverters are correctly installed with adequate isolation;
  • checking the Solar installation for evidence of certification and identification; and
(b) testing solar installation for voltage and operation; and (c) servicing Solar P.V installation  as follows -
  • a clean of all dust and debris from P.V panels ;
  • a check of the integrity of the Panel mounts;
  • a check of the D.C supply and D.C isolators;
  • a check that the D.C protection is reliable and complete;
  • a check for the Solar installation identification labels are intact ;
  • a check of the operation of the solar inverter, including safety devices;
(d) A conclusive report on the electrical installations with recommendations and actions to take signed by the licensed electrician.
